The Talloires Declaration is an international voluntary agreement between university leaders and their stakeholders and among all the signatory institutions that make up the ULSF network. It calls for a purposeful restructuring of higher education to ensure that all graduates are environmentally literate in order participate in the process of conceptualizing and actualizing sustainable development. These reforms must be reconciled with economic, ecological, political and social imperatives and the ethical norms associated with sustainable development. Changing institutional culture is a complex undertaking that often pits tradition against trends; a struggle which can lead to polarization, retrenchment, or discontinuity. The ULSF Secretariat supports creativity, leadership, and innovation for institutional change and enviromental literacy through its education and training, communication, and networking activities.
